Hong Kong’s First Five-Year Plan, announced on Sep 16, charts a clear path to expedite the development of a vibrant and innovative Northern Metropolis, building University Towns under the “One Town, Five Elements” concept. These three University Towns will drive technology, industry and talent growth. A tech-driven industry–academia–research collaborative innovation system will accelerate the Hetao Shenzhen–Hong Kong Science and Technology Innovation Co-operation Zone. The Northern Metropolis Development Ordinance will streamline control and expedite railway and road projects, supporting diversified development ideal for living, working and travelling.
